"I wanted to make clear: we have no separate apartment in our DC house,
no rental apartment; all our bedrooms and living areas are part of the house
and accessible. They are often used by close family and friends. In mid-November,
I got a call from the DC zoning office indicating that somebody had lodged a
complaint and asked to inspect the property, which we welcomed. My husband
was there for the inspection, which was uneventful and we did not hear again
from the zoning office."

The process for licensing and inspection for a basement apartment being rented is handled by the Department of Consumer Regulatory Affairs (DCRA). The occupancy described would be considered a Two Family Rental Unit.

This classification applies to you if you own and rent out an English basement apartment or converted basement apartment, you’ll need to apply for a Basic Business License for each rental location and you’ll also need to obtain an inspection and approval from the Building and Land Regulation Administration along with a Certificate of Occupancy.
You may contact DCRA at (202) 442-4400 or consult the website for further information. The Office of the Fire Marshall is responsible for inspections required in the license renewal process.
